Go to any large department store and check out the makeup counters. Talk to the staff -- they're all experienced makeup artists. Often they'll try stuff on you for free, but don't take too much of their time if you're not going to buy anything. Check at the counters of a few of your favorite brands and go from there. If you don't have a favorite, try Benefit and MAC. Two very different brands so you'll get well-rounded advice.

If you go to the mall, you can go to any Makeup Stand and they will have people who could give you a free consultation on what looks best on you.
What I have found has great costumer service is MAC and TooFaced. But of course, you have to find the right brand for you. Do some research on the makeup before you actually have them work on your face, because chances are they will want you to buy something.
